The Ltd "Engurhesi" announces the Tender for the electricity intended for export

About conducting and arranging of the Tender on realization of the exporting electricity owned by the Ltd. “Engurhesi” on the border of Georgia and Republic of Turkey

The Tender Commission of the Ltd. “Engurhesi” (hereinafter – “Supplier”) for the purpose of selling of the exporting electricity owned by the Ltd. “Engurhesi” on the Turkish-Georgian border announces about a Tender:

General technical data of the Ltd. “Engurhesi”:

  • Total capacity: 1300 MW
  • Number of aggregates – 5
  • Annual designing output – 4300 mln. kWh
  • Date of putting into operation: 1978

 

I. General terms of the supply of the electricity

1.The total exporting forecasting volume of the base load distribution of the electricity generated by the Ltd. “Engurhesi” during the month of July, 2017 will be up to 74.4 million kWh (100 MW per hour).

2. The supply of the electricity by the Supplier will be provided according to one of the following conditions:

a) with fulfillment of terms of DAP, INCOTERMS 2010 (up to the Georgian-Turkish border, Substation Akhaltsikhe 500/400/220 transmission line – Meskheti);

b) supply of electricity subject to export at the bus-bar (delivery point) of Enguri HPP.

3. The forecasting calendar plan-schedule of delivery of the electricity of an accounting month is confirmed by the Parties of the Agreement together with the Agreement, and any amendment or changes into the schedule should be agreed prior to the beginning of the accounting period.

4. The schedule of the accounting month, prior to the month or within the period of the currency of the month, as well as proceeding from the actual reasons independent upon the Supplier as well as other force-majeure circumstances which also may be connected with deficiency of the water inflow, the technical operational requirement of Georgia or Turkey, the damage transmitting system of Georgia or Turkey, systematic collapse or any other case causing, may suffer from significant corrections and therefore because of such circumstances the seller is excluded from its responsibilities

II. Terms of submittal of a Commercial Offer

1. The Applicant in a closed envelope represents;

a. An application on intention of submittal of a Commercial Offer in English

b. In case of paragraph 2 subparagraph a) the Applicant shall provide the reference confirming a right of wholesale trade with electricity in the Republic of Turkey or a right of the direct consumer notarized by an apostil or legalized by a competent authority with an attached notarized, in English; and in case of paragraph 2 subparagraph b) the Applicant shall provide the document of registration as the exporter in the electricity wholesale trade in Georgia issued by the JSC “Electricity System Commercial Operator” and also electricity, subject to export, off-take contract signed with the right holder of wholesale trade with electricity in the Republic of Turkey or a right holder of the direct consumer, in English.

c. A commercial offer signed by duly authorized body with indication of a cost per 1 kWh in USA cents with rounding to hundredth.

2. The documents indicated in the Article 1 will be submitted by the Applicant in the sealed envelope to the Chancellery of the Ltd. “Engurhesi” not later than 20th of July, 2017, 16:00 p.m. since the day of publishing of an announcement on the official web-site of the Ltd. “Engurhesi” – www.engurhesi.ge.  If not, the closed envelope will be returned to the Applicant without opening and will be recognized as a withdrawn.

3. The place of submittal of a Tender Documentation of the Applicant: Georgia, Tbilisi, Politkovskaya str. (former Jikia str.) №8, Office of the Ltd. “Engurhesi”, 3rd floor, Chancellary of the Ltd. “Engurhesi”, 995 (32) 218-80-11, fax: 995 (32) 218-80-22; e-mail: info@engurhesi.ge.

4. The documentation represented by the Applicant with delay will be registered on the date of submittal and the time will be indicated but it won’t be considered at the stage of qualification selection and/or evaluation.

5. A commercial proposal represented in the closed envelope of the Applicant, in case of their attendance or without, will be opened at 16:15 pm on 20th of July, 2017.

6. The envelopes will be opened on the basis of the queue of registration in the Chancellery.

7. After opening of the envelope, first of all completeness and compliance of the submitted documentation with requirements of the Announced is checked.

8. Chairman and each member of the Tender Commission will evaluate commercial proposals. The winner will be the Applicant who represented the highest price. In case of equal prices, the priority will be given to the Applicant having fixed the highest price first.

9. In case of proposing of an unreasonable price which isn’t acceptable for the Supplier, the Supplier reserves all rights not to conclude an Agreement on supply of the electricity. Any result of the Tender will be declared as annulated and currency of the Tender won’t be followed by any legal result. Accordingly, it shall exclude any kind of claim towards the Supplier.
