To register as a participant in the wholesale trade, following documents shall be submitted to the Electricity Market Operator:

 

Generation Licensee

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 
  3. A certified copy of a license to generate power, issued by the Georgian National Energy and Water Supply Regulatory Commission;
  4. A technical document on connection to the power grid, issued by a person to whose power grid is connected with the applicant’s power grid (for the generation/distribution licensees, small capacity power plants and direct customers);
  5. A technical document, which confirms the connection of metering nodes (owned by the seeker of registration as wholesale trade participant) with “The Upper Level Computerized Electricity Metering System (CEMS).

 

Distribution Licensee

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 
  3. A certified copy of a license to distribute power, issued by the Georgian National Energy and Water Supply Regulatory Commission;
  4. A technical document on connection to the power grid, issued by a person to whose power grid is connected with the applicant’s power grid (for the generation/distribution licensees, small capacity power plants and direct customers);
  5. A technical document, which confirms the connection of metering nodes (owned by the seeker of registration as wholesale trade participant) with “The Upper Level Computerized Electricity Metering System (CEMS).

 

Direct Customer:

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 
  3. A technical document on connection to the power grid, issued by a person to whose power grid is connected with the applicant’s power grid (for the generation/distribution licensees, small capacity power plants and direct customers) (except for the registration of retail customer as electricity direct customer and the Paragraph 71 of Article 3 of Electricity (Capacity) Market rules);
  4. A technical document, which confirms the connection of metering nodes (owned by the seeker of registration as wholesale trade participant) with “The Upper Level Computerized Electricity Metering System (CEMS);
  5. Existing description of electric installations and of connection to electricity grids, indicating of balancing division points, metering nodes and parameters, also separate scheme of connecting to the network. The submitted document (s) shall be issued by a person to the network of which the applicants network is connected to (In case of registering retail customer as direct customer);
  6. A document confirming existence of retail customer status, issued by the distribution licensee (In case of registering retail customer as direct customer);
  7. Document confirming registration in a free industrial zone, issued by the relevant authorized body (If any).

 

Exporter and Importer:

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 

 

Small Capacity Power Plant:

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 
  3. A technical document on connection to the power grid, issued by a person to whose power grid is connected with the applicant’s power grid (for the generation/distribution licensees, small capacity power plants and direct customers);
  4. A technical document, which confirms the connection of metering nodes (owned by the seeker of registration as wholesale trade participant) with “The Upper Level Computerized Electricity Metering System (CEMS);
  5. A document proving a title on the real estate (power plant) (in the event of request from the Electricity Market Operator, also cadastral data) and a document proving rated capacity.

 

Trial Run of the Power Plant:

  1.  A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s);
  3. A technical document on connection to the power grid, issued by a person to whose power grid is connected with the applicant’s power grid (for the generation/distribution licensees, small capacity power plants and direct customers);
  4. A written consent of Dispatch Licensee on a trial run and/or complex examination of a power plant;
  5. A technical document, which confirms the connection of metering nodes (owned by the seeker of registration as wholesale trade participant) with “The Upper Level Computerized Electricity Metering System (CEMS);
  6. A document certifying the ownership on real estate (power plant), cadastral data and a document proving rated capacity (only upon request of the Electricity Market Operator).

 

Wholesale Electricity Supplier

  1. A duly filled application, addressed to the Electricity Market Operator to register as a participant of the wholesale trade of electricity;
  2. An extract from the Register of Entrepreneurs about the authorized individual(s); 

In case of  transferring to the new owner the power plant or direct customer’s electric equipment, new owner shall be registered as a participant in the wholesale trade in accordance with the 71-73 paragraph of article 3 of Electricity (Capacity) Market Rules.

 The Electricity Market Operator is entitled to request from an applicant submission of additional documents, with the aim of clarifying the above-mentioned details.

 

 In the event of making amendments in the above-mentioned data, an applicant shall within 5 working days submit to the Electricity Market Operator the statement of changes with the attached documentation.
 

Terms of registration (refusal)

1. The Electricity Market Operator shall inspect the submitted documentation and accordance of actual condition with the requirements of the Electricity (Capacity) Market Rules, within the period of 5 working days. In case of non-compliance of submitted documentation with the requirements of the Electricity (Capacity) Market Rules, the Electricity Market Operator shall inform (in writing) the applicant about the refusal (except the seeker of being registered as the importer, the exporter and the Electricity Wholesale Supplier in the wholesale trade) to be included as a participant in the wholesale trade, indicating corresponding reason for such refusal, not later than within 5 working days after presenting the documentation.

2. In case of the individuals, who are seeking for the registration as an importer, an exporter and the Electricity Wholesale Supplier, the Electricity Market Operator shall inspect the submitted documentation and accordance with the requirements of the Electricity (Capacity) Market Rules, within 3 working day period. In case of non-compliance of submitted documentation with the requirements of the Electricity (Capacity) Market Rules, the Electricity Market Operator shall inform (in writing) the applicant about the refusal to be included as a participant in the wholesale trade, indicating corresponding reason for such refusal not later than within 3 working days after presenting the documentation. In the event that presented documentation meets actual conditions, the Electricity Market Operator shall include the seeker in the register of wholesale trade participants, not later than within 5 working days.

3. In case of conformity of presented documentation with the requirements of the Electricity (Capacity) Market Rules, within the following 5 work days, the Electricity Market Operator, the Dispatch Licensee, the applicant and the person, who owns the power network, where the applicant is connected, shall inspect the metering nodes to be used in the wholesale trade, including the generators and the metering nodes available at the self-consumption transformers and compose the inspection act as of metering nodes to be used in the wholesale trade. The Electricity Market Operator and the Dispatch Licensee shall jointly approve the form of this act. The requirements of this Clause do not apply to the registration of importers, exporters, transmission and dispatch licensees as the participants of wholesale trade.

This requirement shall not be used in case of registration as a participant in the wholesale trade as an importer, an exporter, the electricity wholesale supplier, Transmission and Dispatch Licensee.

4. In the event that inspection act of power metering nodes confirms the serviceability of these nodes, the Electricity Market Operator registers the applicant into the register within 5 working days from the date of composing the inspection act of metering nodes.

This requirement shall not be used in case of registration of retail customer as electricity direct customer.

In case of registration of retail customer as electricity direct customer shall be used article 42 of the Electricity (Capacity) Market Rules.

5. In the event that the inspection act of metering nodes does not confirm the serviceability of the electricity metering nodes, the Electricity Market Operator shall serve the notice (in writing) refusing to enter an applicant into the registry of wholesale trade participants, providing a relevant reason, no later than 5 working days from the date of composing the inspection act.

This requirement shall not be used in case of registration of retail customer as electricity direct customer.

In case of registration of retail customer as electricity direct customer shall be used article 42 of the Electricity (Capacity) Market Rules.

6. Registration and Cancellation of Registration of a Power Plant Owner Person as a Wholesale Trade Participant During the Trial Run and/or Complex Examination Period of a Power Plant Aimed at its Commissioning shall be carried out in accordance with the article 41 of the Electricity (Capacity) Market Rules.
